New rule

Email needs ECHOWATCH_SMTP_HOST and related variables first; see Configuration.

A rule sends a level at most once per 12h unless it escalates; inside quiet hours it records without sending. The message is a digest: level, reasons, top three stories with links.

After saving, press “Send test” next to the rule to confirm the channel works.
